I absolutely love a wash of strong color over the top lids and nothing but white or beige pencil along the water line.
Benefits? It requires only one single shadow, not a whole lot of shading and blending as a result, and makes a really strong statement without a whole lot of effort. This tends to look great on women with dramatic coloring (dark hair, fair skin) AND deeper coloring in general, but if you have very pale hair AND skin, you might need to pick your shades carefully and maybe go for slightly more powdery shades than the image above.
Tips: 
Pick a matte shade.
Find a good eye primer because matte shadows can go on patchy or fade otherwise.
Test out a few colors first. What color works best on you depends largely on both your own skin and hair tones, as well as your personal preference. Even if you’ve decided you want to wear blue, you’ll still need to decide which blue. There are navies, indigos, cobalts, cyans, etc. Deep navies are universally flattering except on the UBER-pale, where it can look overly-dramatic. (But if you like it that’s fine!)
Finish the look in a more modern way with very polished and clean skin, barely any blush (go without if you can get away with it), and just a bit of gloss on the lips. Too much obvious color on the lips and cheeks can turn this into an 80’s flashback.
