Yes, you can!
Blushers and shadows are largely made from the same ingredients (unless you’re talking about a really neon-colored* blush - which this is not), and since blush has a lower concentration of color pigments than shadows, it’s the only likely problem you might run into is that the color might not show up very strong on the lids, unless you are extremely pale.
The other question is whether the shade would look nice on the eyes, which I can’t answer for you! Some people can really rock pink shadow, and some can’t. It depends on your skin tone.
I say just give it a try, and don’t forget to apply some black liner and mascara (this helps you to avoid looking like you have a swollen eye).

At the very worst-case, you don’t like how it looks and you wash it off!

*Some common neon pink or orange pigments may not be FDA-approved for eye use. This does not mean they are not safe, as many are approved for general cosmetic use in the rest of the world. A lot of times, the requirements are either more stringent in the USA, or else the tests have not been completed yet, so just bear this in mind.
