Hi Waterloox, yes you do! One of the most accessible, affordable and convenient ways to remove it is to use one of those “bifacil” makeup removers that have one layer of water, one layer of oil. These are very effective at removing waterproof mascaras and should be available from tons of drugstore brands. (I like Neutrogena’s in particular.)
You just shake it up lightly, splash some of the resulting mixture onto a cotton pad and then just hold the wet cotton over your eyes for half a minute before rubbing gently. Then remaining mascara you see still clinging to the roots at your lash line, you just very gently rub at.
You don’t want to just leave mascara on your eyes, because they will eventually flake or smear off and that just looks terrible!
Also, Some formulas are very tough to remove and if you just try to use soap and water or an eye makeup remover that doesn’t specifically say “removes waterproof mascara/makeup”, you will end up having to clean your eyes over and over to remove all the mascara, and this can be hard on your lashes, causing more breaking and shedding.
