Hey there, I am not a hair expert but I’ve seen some tutorials on Youtube so your best bet is to search there.
A permanent look involves a lot of hair bleaching and buying the proper colored dyes, and I’m not going to recommend any as I have not tried it!
For a temporary look you can also look for pastel chalk hair tutorials on Youtube. But if you have dark hair it wouldn’t come out like Kelly’s.

I think this is probably my favorite look on her so far. This is so anime-bombshell and I love the lazy Marilyn eye her artist did using full, fluttery lashes.
If you’re looking for a similar colored lipstick, try MAC Snob (if you’re pale) and NYX Paris if you’re medium to tan.
If I could pull off lavender hair, I’d probably give this a shot. But I really don’t think I can. :(
